I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter 20905/1903 of the 15th instant, enquiring what reply it is proposed to give to the request of the Chinese Government that until the Foreign Post Offices in China are withdrawn, notice should at once be given to the Chinese Imperial Maritime Customs, whenever goods are imported into China through them, so that a joint inspection by the Customs and Postal Authorities may take place at the Post Office concerned with a view to the proper duty, if any, being levied on the goods.
I am to request that you will draw the attention of the Secretary of State for the Colonies to the notification issued on April 24th, 1902, by the Colonial Secretary of Hongkong to the effect that in future all parcels forwarded by post to ports in China where British Postal Agencies are established would be enclosed in mails addressed to the British Post...
